Player-to-player teleport requests.
Usage
/tpa <player>

/tpadeny
/tptoggle [on|off]/tpa asks to teleport to someone, /tpahere asks them to come to you. The recipient sees [Accept] and [Decline] buttons in chat (localizable via TPA.AcceptButton / TPA.DenyButton in messages.yml), and a request expires after a minute.
/tptoggle blocks incoming requests. Without an argument it switches, on and off set it directly. The setting survives a restart. Staff holding muteessentials.tptoggle.bypass reach a player anyway.
